Popular Front is a cadre based social resurgence movement. Hence it is the responsibility of our leadership at all levels to concentrate on the character building of cadres and ensures that they are being developed as models in the society. Resolutions
1. Corruption in Public lifeIndependent India has witnessed many scams and scandals in the last 6 decades but there was never an instance where multiple scams came into public view in the same period. The last few months can be termed as a season of multi-million scams. This was one of the most shameful periods in the history of the country. These scams were not just limited to the politicians but also include the top brass defence bureaucrats, lobbyists, corporate and even the media.
The Adarsh Housing Society scam exposed how much the Army officials and politicians care for the sacrifices of the martyrs and to what extent they can go for the sake of their self interests. The 2G Spectrum scam was a proof of deep rooted corruption is at all levels of administration. Both the NDA and the UPA governments have been proved to be beneficiaries of the 2G spectrum scam. Neither the ruling parties nor the opposition are sincere in their loud mouth protests and statements about the scam as they created an atmosphere for the growth of multi-billion rupees scam. The BJP which attacked the UPA on the above two scams itself could not punish the Karnataka Chief Minister for the land and mining scams in the state. Karnataka is one of the most corrupt states in the country.
The NGA of Popular Front strongly condemns the inefficiency shown by Central government to take action on the corrupt politicians and bureaucrats. We demand that the enquiry on these cases should not have any political influence and the government should not hesitate in taking stern actions on culprits. We also demand that the parliament take appropriate measures for the prevention of corruption and for the development of machinery for strict vigilance on the administration system and implement required changes in governance so that such scams could not be carried out in future.

2. Lessons from recent election in Bihar
The NGA of the Popular Front of India is of the opinion that caste politics alone will not be very helpful for the total empowerment of the marginalised groups as seen in the results of the assembly elections in Bihar. Nitish Kumar, the incumbent Chief Minister could come back to power because he had been able to prove his mettle as a good administrator really interested in the development of the state. The leaders like Lalu Prasad Yadav or Ram Vilas Paswan could not cut much ice with the electorate as they had been miserable failures in giving relief to the people's problem. The only card they could use in the past was caste.
The results in no way reflect the rise of Hindutva politics in state as Nitish Kumar was the single most important factor in gaining 2/3rd majority for NDA in the state. Nitish Kumar prevented the Gujarat C M Narendra Modi from campaigning for the BJP in the state. The NGA feels that it is time for all regional or caste based parties to go beyond their parochial slogans and work for the welfare of the common people.

3. Be vigilant against smear campaign and infiltration
The NGA of popular front of India strongly condemns the attempts of higher bureaucrats of police and obliging media to tarnish the image of Popular Front of India. Off late many cooked up reports and scare stories have appeared in the national print and visual media about the alleged relations between Popular front and banned organisations in India and abroad. They are merely products of fertile imaginations, but they serve a purpose. Such reports and stories are later used by the police in affidavits and charge sheets to put people in jail. We also fear that some sections in the government influenced by Hindutva ideology are trying to create an atmosphere to suppress the democratic expression of the marginalised communities.
We reiterate our commitment to the plural, democratic and constitutional nature of the republic and no campaign, threats or intimidations will prevent the organisation from its stated objective of total empowerment of all the people of the country.
At the same time this meeting also cautions the members of the organisation to be extremely vigilant about the attempts of infiltration into the movement. Some scare reports have come about suspicious characters who have tried to use Popular Front label for their nefarious deeds. Many agencies including some belonging to the government may try to plant agent provocateurs in the organisation mainly to create scare among the people and to get popular support for suppressing legitimate democratic dissent.

4. Left turning right
The NGA of the Popular Front of India observes that the recent local bodies elections in Kerala and West Bengal have clearly exposed the anti-minority and anti-people policies of the Left ruling front. The defeat of LDF is a clear indication that the leftist parties have lost their credibility among the common people. The CPM had played the soft Hindutva card to win the majority votes by creating a sense of fear and apprehension among the majority communities about the Christians and the Muslims. That policy clearly back fired. In West Bengal the Muslims and the backward people have opened their eyes and dealt severe blow to the CPM led front. It goes without saying that both in Kerala and West Bengal left parties are going to loose the coming assembly election unless they change their approach to the real problems of the minorities.

5. Release the innocents in jails
The NGA of Popular Front of India is anguished at the continuing imprisonment of people arrested in connection with the bomb blasts in different parts of the country which were proved to be the handiwork of Hindutva communal groups controlled by RSS. The police have exposed the terror network which has been responsible for Makkah Masjid, Ajmer and Samjotha Express blasts and the culprits have been arrested due to public pressure. It is to be recollected that the investigating agencies initially arrested and put in jail many innocent Muslim youth and some of them are still in jail. Harsh provisions of UAPA have been imposed on them to prolong their imprisonment. Meanwhile the police have booked them again in undetected blast cases to prevent their release. Karnataka police have jailed PDP leader from Kerala, Abdul Nasar Madani on similar cooked up charges. Some youth from Kerala are also in prison.
NGA strongly feels that such malafide actions are blatant violations of the human and civil rights of the citizens and calls up on the state governments to release these innocent prisoners with immediate effect and give them opportunity to prove their innocence.

6. Babri Masjid demands justice
The NGA of Popular Front of India reiterates it demand to the Central Government to re-build the Babri Masjid and punish the culprits mentioned in the Liberhan commission. Continuing with its struggle to attain justice for the Babri Masjid, the Popular Front of India has begun a nationwide campaign to create awareness among the masses about the injustice done on Babri Masjid and the assaults carried out by Hindutva fascists groups on secularism. The Campaign has begun on 6th December and will continue till 30th January 2011. The campaign will include poster and handbill campaigns, rallies, dharna, seminars and public programmes in various parts of the country. The NGA of Popular Front calls upon all the citizens who care to save democracy and uphold the values of secularism to come forward and support this campaign.
